The Disability Information and Access Locator (DIAL) helps people with disabilities get connected to information about state and local community organizations that support independent living. 

Welcome to the Disability Information and Access Locator (DIAL)

A public service of the Administration for Community Living (ACL) connecting you to state and local community organizations that support independent living.


The Disability Information and Access Locator (DIAL) website has a searchable database of state and local community organizations to help you get connected in your area. The DIAL database includes the following programs funded by ACL:

  • Centers for Independent Living – The Centers for Independent Living (CILs) are non-residential non-profits led by and for people with disabilities to advance community living. Services include information, peer counseling, skills training, advocacy, and support with youth transitions/institutional relocations. There are over 370 CILs across the US and territories.
  • Protection and Advocacy Systems (P&A) – The Protection & Advocacy system (P&As) provides legal advocacy services such as information and referral, advocacy assistance, training, investigations of alleged abuse and neglect, and legal representation. There are 57 P&As – one in each state and territory and one for Native Americans.
     
  • Assistive Technology Act Program – Assistive Technology Act Programs conduct state-level activities to increase access (information, awareness, training, device demonstrations, trying out AT through device loans) and acquisition (the physical acquiring of devices and services through financing or device reuse) of needed AT and durable medical. Each state and territory have an AT program.
     
  • University Centers for Excellence in Developmental Disabilities (UCEDDs) – University Centers for Excellence in Developmental Disabilities (UCEDDs work to improve the lives of people with intellectual and developmental disabilities by providing services, doing research, training professionals, and sharing information. There are 68 UCEDDs across the US and territories.
     
  • State Developmental Disabilities (DD) Councils – State Developmental Disabilities Councils (Councils) focus on improving services and supports for people with intellectual and developmental disabilities. They work with individuals, families, and community partners to test solutions, inform policies, and expand opportunities in education, healthcare, employment, and community life so people with disabilities can lead more independent and connected lives. There are 56 Councils – one in each state and territory.

The DIAL database also includes the Client Assistance Program (CAP) which primarily assists with issues related to employment, including people who are working or want to work. CAP is funded by the Rehabilitation Services Administration (RSA), Office of Special Education and Rehabilitative Services (OSERS), US Department of Education (ED).
